feat: remove language files for backup notifications

- Deleted language files for backup notifications in multiple languages (ar, bg, bn, cs, da, de, en, es, fa, fi, fr, he, hi, hr, id, it, ja, ko, nl, no, pl, pt, pt-BR, ro, ru, sk, tr, uk, zh-CN, zh-TW).
- Updated console commands to disable notifications for backup cleaning and running tasks.
