feat: update PHP version requirement and add configuration for code quality tools 

- Updated PHP version requirement in composer.json from ^8.2 to ^8.3.
- Added PhpCodeSniffer, PhpStan, and Psalm configurations in php.xml, setting default interpreters and timeouts for each tool.
